Decreto Flussi 2027: quotas, click day on 12 January and how to apply

The Decreto Flussi 2027 opens 165,850 entries for foreign workers into Italy and the first click day is set for 12 January 2027. But the application is not won on the day of the click: it is prepared before, with pre-filing on the ALI portal, with SPID or CIE and a registered PEC. In this guide we explain in plain words the quotas, dates and documents, including modello A-BIS for domestic helpers and carers: if you want to be ready on time, come and see us at the patronato in Cinisello Balsamo.

What the Decreto Flussi 2027 is

What the Decreto Flussi 2027 is

Picture Mrs Anna. She is 84, lives in Cinisello and since she was left on her own she has needed help all day long. She would like to bring over a trusted person from her home country, but every time she opens the computer she runs into hard words: nulla osta, click day, ALI portal, modello A-BIS. Anna is not alone: every week families and employers from the international community in Milan come to our office with the same question. The answer is called Decreto Flussi, and it is perfectly clear even without being a lawyer.

The Decreto Flussi is the measure through which the Italian Government sets how many foreign citizens may enter Italy to work. For the three-year period 2026-2028 the reference is the D.P.C.M. of 2 October 2025, published in the Official Gazette (GU) of 15 October 2025: 497,550 entries over three years, of which 165,850 for 2027 alone. The operating instructions are in interministerial circular n. 8047 of 16 October 2025 (with its correction): that is the text that explains how to fill in the application and when to send it.

In short

165,850 places for 2027, first click day on 12 January 2027. The application is filed online, on the ALI portal, and only by the employer: never by the worker from abroad. The real work happens earlier, during pre-filing. Those who are ready on click day get through; those who are unprepared just watch.

The 2027 quotas: how many places and for whom

The 2027 quotas: how many places and for whom

The places are not all the same: each sector has its own quota and its own day for sending. Here is how the 165,850 entries planned for 2027 are divided:

  • 89,000 places for seasonal work, agriculture and tourism
  • 76,200 places for non-seasonal subordinate work: construction, manufacturing, transport, logistics, trade, health and social care
  • 650 places for self-employment
  • 14,000 places reserved for domestic helpers and carers, that is for family care
  • part of the places is reserved for citizens of countries that have cooperation agreements with Italy, including Bangladesh, the Philippines, Sri Lanka, Morocco, Tunisia, Egypt, India and Pakistan

The A-BIS form: domestic helpers and carers

To bring over a domestic helper or a carer you do not use the company form: you need modello A-BIS, the one reserved for family and social-healthcare care. In 2027 the places are 14,000 (they were 13,600 in 2026) and the click day is 18 February. There is also an «off-quota» channel, without the day of the click, for those caring for someone over eighty, a person with a recognised disability or a minor: in that case the application goes through trade associations or employment agencies, with a maximum of 10,000 entries per year.

The quota that matters to families

Domestic helpers and carers are the segment we see most often at the patronato: 14,000 places for 2027, modello A-BIS, click day on 18 February. But the work happens earlier: suitable housing, income requirements and the contract asseveration must be prepared weeks in advance.

The 2027 click days: the dates to put in your diary

The 2027 click days: the dates to put in your diary

Click day is the moment when the applications already filled in are finally sent. The dates are already fixed by the decree for all three years of the period and are always at 9:00 a.m.:

  • 12 January 2027: seasonal work in agriculture (agricultural C-STAG form)
  • 9 February 2027: seasonal work in tourism (tourism C-STAG form)
  • 16 February 2027: non-seasonal subordinate work (modello B2020)
  • 18 February 2027: family care, domestic helpers and carers (modello A-BIS)

Applications can be filed until 31 December 2027, but only if places remain available: in the most sought-after categories the race is over within the first hours. The final times and the pre-filing window are confirmed every year by the interministerial circular, expected in autumn like circular n. 8047 of 16 October 2025 for the previous cycle.

The golden rule

Click day is not won on the day of the click: it is won in the weeks before. Those with a complete application in «ready to send» status at 9:00 on the right day start at the front; those still looking for a document are already in the queue.

Pre-filing on the ALI portal: the step that decides everything

Pre-filing on the ALI portal: the step that decides everything

Before every click day the Ministry of the Interior opens a pre-filing window: for a few weeks you go into the ALI Services Portal, fill in the application forms and save them as drafts. On the day of the click only the applications already complete, set to «ready to send», are sent: a case that is not ready cannot be invented in that hour. For the 2026 cycle the window ran from 23 October to 7 December 2025; for 2027 the dates will be announced in the next interministerial circular, and last year's experience says to get ready for October.

Who logs in and with which credentials

The application is filed by the Italian employer, not by the worker who is abroad. To log in you need SPID or CIE and a PEC registered in the INI-PEC database (for companies) or INAD (for individuals): it is the PEC that receives the communications on the case and unlocks the portal. If you have neither SPID nor PEC, that is the first knot to untie, and it can be solved in a few days.

The documents to prepare beforehand

The folder to put together is simpler than it looks, but every detail must match the documents:

  • ID document and tax code of the employer
  • valid passport of the worker and their personal details, written exactly as on the document
  • proof of housing: housing suitability plus hospitality declaration, tenancy agreement or transfer of property
  • details of the employment contract: role, level, pay and collective agreement applied
  • asseveration of the contract, where the rule requires it
  • verification of unavailability at the Employment Centre, for non-seasonal work

These are the same checks we run in the office every week: a name written wrong or an amount that does not add up and the case stalls right when the places are running out.

How it works at our patronato, step by step

From the first enquiry to the residence permit there are several steps. We walk you through all of them, calmly and without hard words.

1. You book your slot

You call the number below, send us a WhatsApp message or walk straight into Via Oreste Terenghi 21/23, Cinisello Balsamo. Our hours are Monday to Friday, from 9:30 to 12:30 and from 15:00 to 19:00. The first consultation is free: in ten minutes you understand whether your case falls under the Decreto Flussi 2027 and with which form.

2. We prepare the file together

We check requirements and documents, verify the right quota, the country of origin, the sector and the ATECO code, and prepare the application for pre-filing. If you need the asseveration or the pass through the Employment Centre, we tell you straight away, not the day before click day.

3. We follow the case through to the permit

After sending, the road continues: nulla osta from the Single Immigration Desk, entry visa at the consulate, entry into Italy, residence contract and residence permit for work. The nulla osta must be used within 6 months, otherwise it lapses. For domestic helpers and carers we also take care of payslips, INPS contributions for domestic work and the Certificazione Unica: obligations that start on the first day of work.

Back to Mrs Anna: she came to the office in October with her granddaughter's documents, we prepared the file in good time and on 18 February the application was ready. «I thought I needed a lawyer and thousands of euros», she said. In fact all she needed was to prepare in good time.

The mistakes that make you lose your place

These are the mistakes we see most often, the ones that turn a good idea into a year of waiting:

  • thinking you can fill everything in on click day: without pre-filing you do not get through
  • leaving a detail that does not match: a name or passport number different from the document and the case stalls
  • using the wrong channel: domestic helpers and carers have their own form and click day, different from companies
  • waiting for the portal to open before gathering the documents: housing suitability and asseveration are not done in an hour
  • trusting anyone who promises a guaranteed place on click day: nobody can sell a faster submission, only the employer can file the application

The safest saving

An hour of preparation is worth more than a sleepless night in front of the computer. Bring your documents to the office and we tell you straight away whether the case is in order or what is missing.

Questions we get most often

The answers to the five questions that land most often on the counter of our patronato. If yours is not there, call us or drop in at the office: we tell you straight away how to proceed, with no obligation.

What your employer has to prepare

The employer is an active part of the application: they must have accommodation that meets the required standards, a compliant employment contract and sufficient economic means to sustain the relationship. Without those three pieces the pre-filing on the ALI portal cannot be completed, and the application stalls before the click day even arrives.

In practice you also need complete personal details, the permission or document proving presence in the country and, for anyone already here, a regular tax code. Collecting them weeks in advance is the difference between an application ready the day before and one that fails over a document that was missing.

After arrival in Italy: the steps that come immediately next

Once the clearance is obtained, the following steps are the familiar ones: entry with the visa, presentation of the documents within the stated time, registration of residence and opening of the social security position. Each of the three has its own deadline and none of them happens automatically: each requires appointments, translated documents and certifications that must be requested early.

This is exactly where the patronato makes the difference: we prepare the document list, check translations and legalisations and track the deadlines with you. Whoever arrives with the practice already set up avoids queues and the supplementary requests that cost weeks.

Questions we get most often

When is the first click day of the Decreto Flussi 2027?

12 January 2027 at 9:00 a.m., for seasonal work in agriculture. Then 9 February for tourism, 16 February for non-seasonal subordinate work and 18 February 2027 for domestic helpers and carers with modello A-BIS. Applications stay open until 31 December 2027 only if places remain.

How many quotas are there in 2027?

165,850 entries in total: 89,000 for seasonal work, 76,200 for non-seasonal subordinate work, 650 for self-employment. Within the total, 14,000 places are reserved for domestic helpers and carers. These are the quotas set by the D.P.C.M. of 2 October 2025 for the 2026-2028 three-year period.

Who can file the application?

Only the Italian employer, with SPID or CIE: the worker abroad cannot send anything alone and nobody can «sell» a place on click day. If someone asks you for money for a guaranteed submission, it is a scam. We help you prepare the file and follow every step of the case.

What is needed for pre-filing on the ALI portal?

SPID or CIE of the employer and a PEC registered in INI-PEC (companies) or INAD (individuals). Then the documents: the worker's passport, proof of housing, contract details and, where required, asseveration and verification at the Employment Centre. The pre-filing window for 2027 will be announced in the next interministerial circular.

What requirements must someone hiring a carer meet?

A minimum income: 20,000 euro per year for a single employer, 27,000 euro for the household (30,000 for ordinary employers), with an exemption when caring for a person certified as non-self-sufficient by the National Health Service. You also need suitable housing and, except in the case of non-self-sufficiency, the asseveration of the contract and the verification of unavailability at the Employment Centre.
