Driving licence bonus 2026: who gets it and how the voucher works

The 2026 driving licence bonus, officially the road haulage licence voucher, pays 80% of the course for professional C and D licences and for the CQC, up to a maximum of 2,500 euro. Young people aged 18 to 35 qualify, including the unemployed and those without an ISEE. Below you will find who gets it, how to send the application and what to do now that the vouchers are exhausted: for your own case, book an appointment at our office.

What the 2026 driving licence bonus is

What the 2026 driving licence bonus is

Yassine is 27, he grew up in Cinisello Balsamo and has spent five years working in a logistics warehouse just outside Milan. Every morning he watches the trucks roll out of the yard and wishes he were behind the wheel, but driving a heavy vehicle takes a C licence, and the course on its own costs more than a month's wages. Then a colleague told him about the 2026 driving licence bonus: from that day the maths changed completely.

He had two paths in front of him: pay for the whole course himself, which between medical checks, theory hours and practical driving easily goes well over 2,000 euro, or stay in the warehouse and give up on it. Then he discovered there is a grant designed for cases exactly like his, and that the application takes one evening to put together.

The 2026 driving licence bonus is the name everyone searches for, but its real name is the road haulage licence voucher (buono patente autotrasporto). It is a grant from the Ministry of Infrastructure and Transport, created by decree-law 121 of 2021 and governed by the decree of 30 June 2022. Here is how it works: the State pays 80% of the training cost for professional goods and passenger transport licences, up to a maximum of 2,500 euro. It does not land in your bank account: it is a discount that the participating driving school applies straight to the bill.

In short

2026 driving licence bonus = road haulage licence voucher. It covers 80% of training costs for C, D and CQC licences, up to a maximum of 2,500 euro. For young people aged 18 to 35, with no ISEE limits. The programme runs until 31 December 2026, but right now the available vouchers are exhausted: below we tell you how to get ready for when more are released.

Who really gets it: the requirements

Who really gets it: the requirements

Age and citizenship

You get the 2026 driving licence bonus if, when you apply, you have turned 18 and are not yet 36. You need Italian or European Union citizenship; non-EU citizens must have a valid residence permit. Your age is checked on the day you send the application on the platform: if you turn 36 in December and you apply in November, you are still in.

Which licences and qualifications it covers

The voucher is valid only for the professional licences you need to work with heavy vehicles. These are:

  • C1, C, CE and C1E licences: heavy goods vehicles, from the large van to the road tractor
  • D1, D, DE and D1E licences: passenger vehicles, buses and coaches
  • CQC, the Driver Certificate of Professional Competence, mandatory to work as a professional driver

Watch out for a misunderstanding we see at the desk all the time: the B licence is not covered. The 2026 driving licence bonus does not pay for the car licence course, the licence renewal or ordinary driving lessons. It is for people who want to become professional drivers. One application per person: if you have already been granted the voucher, you cannot ask for it a second time.

It works even if you are unemployed or changing jobs

The driving licence bonus exists to help people get into the transport industry: that is why it does not look at the contract you have today. Unemployed, on a temporary layoff scheme, at the end of a contract or just out of a job? You can still apply. What matters is your age, the licence you want to obtain and whether funds are available.

The driving licence bonus has no income cap and no ISEE is needed: it is open to everyone. And for anyone worried about losing family benefits, there is more good news: the voucher is not taxable income and does not count towards ISEE.

How much it is worth and how the discount arrives

How much it is worth and how the discount arrives

The rule is simple: the voucher covers 80% of the training cost, with a ceiling of 2,500 euro. Here is a real example. Yassine's complete course for the C licence and the CQC costs 3,000 euro, between theory, practice and medical checks. 80% is 2,400 euro: below the ceiling, so the bonus covers the whole amount. In the end Yassine pays 600 euro out of his own pocket. If the course cost 5,000 euro, the bonus would stop at 2,500 and the difference would stay with the student.

  • The voucher must be activated at a driving school within 60 days of being issued: if you do not use it, it expires and is cancelled
  • From activation you have 18 months to obtain the licence or the CQC
  • The driving school's bill must be completed and validated within 24 months, so that the training provider itself is reimbursed

How payment works

You pay nothing upfront and you do not wait for a refund: the participating driving school applies the discount straight to the bill. You pay only the share not covered by the voucher. This is why the driving school has to be signed up to the scheme: at a school that is not enrolled, the bonus cannot be used.

How to apply for the driving licence bonus

How to apply for the driving licence bonus

The application is online only, on the Ministry platform called Buono patenti: you find it at patentiautotrasporto.mit.gov.it. No physical desk, no paper form. Here are the three steps.

1. Register on the platform

You need one of these digital credentials: SPID, CIE or CNS. You log in as the beneficiary, complete the registration and enter your details. If you do not have SPID or CIE yet, come to the office: we explain how to get them without losing a day.

2. Fill in and send the application

The system asks you to complete the self-declarations and to state the licence you want to obtain. If resources are available, the voucher is generated straight away in digital form with a unique code in your name. It works on a first-come, first-served basis: applications count in order of arrival, until the funds run out.

3. Activate the voucher at a participating driving school

With the voucher in hand you choose a driving school or training centre accredited to the scheme and activate it there, within 60 days. From that moment you start the course. At the end the driving school uploads the paperwork, issues the bill and is reimbursed by the concessionaire CONSAP: you do not have to pay the bonus share upfront.

Funds exhausted: what it means for you

Let us get to the question you ask us most often in these months. Right now the Ministry platform shows a clear notice: the vouchers are exhausted. New applications open only when cancelled or revoked vouchers are released, for example from people who did not respect the 60-day activation window. There is no click day in the calendar and no announced date for a reopening.

  • Get everything ready now: SPID or CIE credentials in order, ID document, tax code and residence permit if needed
  • Choose your participating driving school calmly: ask whether it is enrolled in the programme and get the exact course cost, so you know what will be left for you to pay
  • Check the platform at the right moments: when a voucher is revoked, the slot frees up and whoever is ready can send the application
  • Be wary of anyone promising the bonus for a fee or outside the Ministry platform: the application is free and is done online only

When it reopens: how to know before everyone else

Reopenings do not come with an announcement: they happen when a voucher is cancelled for non-activation or revoked, and the plafond becomes available again. The advice we always give is to keep your documents ready and keep an eye on the Plafond section of the Ministry platform, where the number of vouchers still free appears. Whoever is ready sends the application in a few minutes and gets in even when the window is extremely tight.

Watch out for the programme deadline

The road haulage licence voucher is funded every year with 5.4 million euro and the programme ends on 31 December 2026. This year's allocated resources are already used up: it is worth getting ready now, because every window that opens lasts only as long as it takes to fill the plafond.

One detail not to underestimate: the driving licence bonus funds are annual and the programme, as the decree states, closes at the end of 2026. If you are thinking of changing career and becoming a driver, this is the moment to move, not to wait.

The most common mistakes (and how to avoid them)

After years behind the desk, we have seen the same things go wrong again and again. Here are the most frequent ones, in order of seriousness:

  • Enrolling at a driving school that is not signed up: the voucher does not apply and you pay for the whole course. Ask before you sign
  • Letting the 60 days pass without activating the voucher: it expires automatically and cannot be requested again
  • Applying for the bonus for a B licence: it is not covered, and the application is rejected
  • Waiting until the last month of the programme to do everything: training, medicals and exams take time, and the 18 months start when you activate the voucher
  • Entering wrong details, or ones that do not match your documents: the case gets stuck and you lose valuable days

If your case is more complicated than this, do not guess on your own. Bring your documents to Via Oreste Terenghi 21/23: in half an hour we work out whether you qualify for the 2026 driving licence bonus and which route suits you best.

Questions we get asked most

The five questions that come up most often at the desk about the driving licence bonus, with the answers we give every day. If yours is not here, call us: the first consultation is free.

Questions we get most often

Is the 2026 driving licence bonus still available?

Right now, no: the Ministry platform reports that the vouchers are exhausted. You can apply only when cancelled or revoked vouchers are released, and there are no click days with a fixed date. The programme stays open until 31 December 2026: it is worth preparing everything in advance so you are ready as soon as a window opens.

Who can apply for the driving licence bonus?

Young people who, when they apply, have turned 18 and are not yet 36, with Italian or European Union citizenship (non-EU citizens need a valid residence permit). The bonus can be requested only once, there are no income or ISEE limits and it is also available to the unemployed.

How much do you get with the driving licence bonus?

80% of the training cost, up to a maximum of 2,500 euro. It is not a refund into your account: it is a discount that the participating driving school applies straight to the bill. The voucher is not taxable income and does not count for ISEE purposes.

Does the driving licence bonus also cover the B licence?

No. The 2026 driving licence bonus covers only the professional road transport licences: C1, C, CE, C1E, D1, D, DE, D1E and the Driver Certificate of Professional Competence. The B licence course, the licence renewal and ordinary driving lessons are not covered by the voucher.

What do you need to submit the application?

You need to log in to the Buono patenti platform of the Ministry of Infrastructure and Transport (patentiautotrasporto.mit.gov.it) with SPID, CIE or CNS, complete the required declarations and state the licence you want to obtain. Then the voucher is activated at a participating driving school within 60 days. If you do not have the digital credentials, come to the office: we help you find your way.
