Tax return
730 in debit: what happens and how to put it right, step by step
11 min readCAF Cinisello Balsamo

A 730 in debit means the tax calculated on your return is higher than what you already paid during the year: a difference to settle, not a penalty. Payment starts automatically from your payslip or pension, or is made with the F24 form, and it can almost always be split into several instalments. Below we explain how it works in 2026 and what happens if an instalment is missed.
What «730 in debit» really means

Yassine works in a logistics warehouse between Cinisello and Cologno and in May 2025 he changed employer. When he opened the 730 settlement at our counter he found a figure he was not expecting: almost 700 euro to pay. «Wasn't the 730 supposed to give me money back?» was his first question. It happens often, and the answer is simpler than it looks.
A 730 in debit means the tax calculated on last year's income is higher than what you already paid month by month through the deductions on your payslip or pension. It is an account to settle, not a fine and not a mistake: the return exists precisely to work out that account exactly, before someone else does it for you.
What is usually at stake is the IRPEF, the regional surcharge and the municipal surcharge, plus the flat-rate tax (cedolare secca) if you have rental income under that regime. If the sum of these items is higher than the tax already withheld, the difference is what you owe.
In short
730 in debit = settling up with the tax office, not paying a penalty. You clear it through your payslip, your pension or the F24 form, almost always in instalments. If the settlement is not clear to you, bring it to Via Oreste Terenghi 21/23 in Cinisello Balsamo: we read it through with you line by line and the first consultation is free, by appointment.
Where you see the amount owed: the settlement statement

The sheet that tells you everything is the settlement statement, the so-called modello 730-3, which arrives together with the return. You do not need to understand all of it: you just need to find four figures.
- Line 161, column 1: the balance and first advance payment that your employer or INPS withholds from July onwards (from August or September if you are a pensioner)
- Line 161, column 2: the second or only advance instalment, withheld in November in a single payment
- Line 162: the same amounts for those who pay on their own, next to the section «amounts to pay with F24 form»
- Quadro F, line F6: how many instalments you chose when you filed the return
A sensible tax rule: if the balance (or credit) of a single tax is 12 euro or less, nothing happens — nothing is paid and nothing is refunded. And if the total debt is below 10,33 euro, the return itself was not even required.
Our advice is always the same: check that line before you leave the office. Ten seconds of attention are worth more than any phone call afterwards.
Why you come out in debit: the causes we see most often

In Yassine's case the cause was a change of job: from May onwards the new employer calculated the tax as if the January–April income had never existed. But the reasons are many, and none of them is your fault.
- two contracts in the same year: two part-time jobs, or a job and a pension together, or several CUD forms
- a change of job or contract during the year: each employer applies the deductions as if it were the only one
- income that arrived without withholding at source, for example pay for occasional work or certain rental income
- family or work deductions you were entitled to but had already used in full on your payslip during the year
- the IRPEF advance payment for the previous year not paid, or paid at too low a figure
- fewer deductible expenses than the year before: mortgage finished, fewer medicines, less account interest
Almost always the debt comes from the collision of two of these items. The good news is that the 730 exists precisely to put it in black and white now: a difference found today is settled in a few steps, whereas one found in two years' time arrives with the collection surcharge and is far heavier.
How to pay: two routes, no form to invent

Everything depends on a single question: can someone withhold the amounts from your payslip or pension? That someone is called the withholding agent (sostituto d'imposta): your employer or INPS.
If you have a withholding agent
The deduction starts from the first pay the withholding agent receives after your settlement: as a rule the July payslip. For pensioners it starts from the second month after, that is August or September. You do not have to fill in anything or remember dates: the instalments are taken automatically, together with the normal taxes.
If in a given month your salary or pension is not enough, the withholding agent takes the maximum it can and shifts the rest to the following months with a small interest charge: the account is closed by the end of the year all the same, without fines.
If you have no withholding agent, or prefer to pay on your own
You use the F24 form. At the patronato in Cinisello Balsamo we send it electronically to the Italian Revenue Agency, or we hand you the completed form at least ten days before the deadline, so you can pay it wherever you prefer: at a bank, at a post office, through a collection agent or online from the reserved area with your IBAN.
Careful: choosing between a single payment and instalments is done when the return is filled in. That is why it matters to say it straight away, sitting at our table: it changes the plan we prepare for you.
How many instalments you can choose and the 2026 dates
Instalments apply to last year's balance and this year's first advance payment. The second or only advance instalment, the November one, is never split: it is paid in one go.
- with a withholding agent: 2 to 6 monthly instalments on your payslip, up to 5 for pensioners
- without a withholding agent, with F24: up to 7 instalments if you pay the first by 30 giugno 2026, 6 if you pay it by 30 luglio 2026 with the 0,40% surcharge
- from the second instalment onwards, interest of 0,33% is added for each month of deferral
- in any case the instalment plan must end by 16 dicembre 2026
For those paying with F24, the 2026 calendar for the balance and first advance payment is this:
- 30 giugno 2026: first instalment, with no surcharge
- 30 luglio 2026: the same first instalment with 0,40% more, without penalties
- the 16th of each month until 16 dicembre 2026: the following instalments, all of equal amount
- 30 novembre 2026: second or only advance instalment, in a single payment
For those who pay through their payslip or pension, the calendar is kept by the employer and INPS: the deductions are used up over the months of the current year. In every case the 730 debt is an account that closes within the year.
The advice worth more than the rest
The sooner you file the return, the more instalments you have and the lighter each one is: whoever sends in May gets the maximum number of months, whoever arrives in September has two or three. Book your appointment now: in half an hour the 730 is ready and the payment plan is already set.
If an instalment is missed or the account goes into the red
A bad month happens to everyone: an unexpected expense, a shorter payslip than usual. Better to know in advance what happens, so you choose the right route instead of letting it slide.
The payslip is not enough
No panic: the withholding agent takes the maximum possible and the remainder rolls over to the following payslips with a small interest charge, by the end of the year. It is not a penalty and you have nothing to do: it is simply the account stretching over a few months.
The F24 stays in the drawer
Here, though, things change: a missed payment is an omitted payment. As long as no notice has reached you, you can put everything right with the ravvedimento operoso (voluntary correction): the sooner you act, the less you pay. In the first 14 days the penalty is minimal (just under 0,09% for each day of delay), then it grows: about 1,25% between 15 and 30 days and 3,13% beyond 90 days, plus statutory interest (1,60% in 2026). After that comes the friendly notice and then the collection order, with very different figures.
The golden rule
A debt settled at once always costs less than a debt left sitting there. If you already know the instalment will be heavy, call us before the deadline: at Via Oreste Terenghi 21/23 we look at your case together and weigh up the lightest solution, with no surprises.
Ten minutes on the phone today against months of paperwork tomorrow: in our experience, the choice is easy.
Questions we get at the counter
The five questions that come up most often on this subject. If your situation is not covered by any answer, the first consultation at our patronato is free: all it takes is an appointment, at the office or on WhatsApp.
How the repayment shows up on your payslip
When the balance is recovered from your payslip it does not appear with a label saying 730 debt: it shows up as an advance or balance withholding in the months that follow, often beside a scheduled recovery. The total withheld should equal the amount declared in your return — if it is very different, either the employer used a different number of instalments or something never arrived.
A useful signal: if your end-of-year payslip is lighter than expected and you cannot work out why, check the withholdings from the second half of the year. More often than not it is last year's 730 settling itself, and knowing that saves you from thinking the salary was calculated wrongly.
Two jobs, an adjustment or a change of employer: where it gets complicated
Anyone with two employers in the same year receives two income certificates, and the second employer applies an adjustment on total income: it is the most frequent cause of a 730 in debit. The same applies to a change of employer halfway through the year, because each employer calculates deductions only for the months they paid you.
In these cases the balance is nobody's error — it is the result of partial calculations made during the year. The good news is that payment is split into instalments and starts automatically. Still, if you want to know whether the amount is right before paying it, a check at the office takes a few minutes and uses the documents you already have.
Questions we get most often
Is a 730 in debit a fine?
No. It is the settlement: the tax calculated on the return (IRPEF, the regional and municipal surcharges and, where applicable, the flat-rate tax) is higher than the deductions already withheld during the year. There is no violation to report: it is simply the account to settle, and you pay it through your payslip, your pension or the F24 form.
How long can I spread the payments?
The instalment plan must end by 16 dicembre 2026. With a withholding agent you have 2 to 6 monthly instalments (5 if you are a pensioner); with F24 up to 7 instalments, or 6 if you pay the first by 30 luglio 2026 with the 0,40% surcharge. The second or only November advance instalment always stays in a single payment.
I had two CUD forms in 2025: is that why I have to pay?
It is the most frequent cause. Each employer applies the deductions as if it were the only one, so during the year you paid less tax than the amount due when the two incomes are added together. The 730 puts everything together and the difference comes out. It is not a mistake, either yours or the employers': it is how the settlement works.
If the amount is only a few euro, do I still have to pay it?
If the amount of a single tax is 12 euro or less, the withholding agent withholds nothing and nothing is paid. Below 10,33 euro of total debt, the return was not even required: still keep the documents for five years in case of checks.
Can I have less than the full amount withheld for November?
Yes, if you expect deductible expenses that will reduce next year's tax. A written notice to your withholding agent by 10 ottobre 2026 is enough, stating the amount you consider due. The choice is your responsibility: we prepare it together with you, comparing this year's figures.
